 The City of Long Beach (“City”) as Contractor for the New York State Department of State (NYS DOS) is seeking an Engineering Consultant or team of Consultants (“Consultant”) to produce plans and documents that creatively and efficiently utilizes the available funding to design and construct bicycle lanes and other street improvements to create a more resilient and connected commercial corridor along Park Avenue from Riverside Boulevard to Grand Boulevard(Phase I) and additional traffic calming and streetscape improvements in the downtown district from Long Beach Boulevard to Laurelton Boulevard (Phase II). The Consultant will address significant access and safety issues by: reducing conflicts between motorists, pedestrians, and cyclists; alleviating parking demand; and, generating essential economic activity while encouraging alternative, more environmentally friendly modes of transportation and transit-oriented development, in line with Complete Street goals. The City’s Department of Public Works Commissioner or designee shall act as the City’s project coordinator.

 Funding is being provided in through a $500,000 (Phase I) and a $775,000 (Phase II) NYS DOS Environmental Protection Fund Local Waterfront Revitalization Program grant award with an equal cash match from the City. In addition to the requirements described herein, the selected Consultant shall be required to address all tasks and comply with all NY State requirements as outlined in the Master Contract between NYS DOS and the City.

Website Re-Design and Implementation

Objective 

The City of Long Beach (the “City”) is seeking proposals for the services of an experienced web design firm to review, redesign, develop and implement a new website for the City, utilizing posted information on the existing website (www.longbeachny.gov) as well as new content (information, products and features) as suggested by the City. The City expects the selected firm to provide multiple website designs to choose from that will create solutions to enhance the user experience, simplify content management, and provide better information and customer service to its community, while meeting high standards for design quality and visual appeal as well as making the website more device and browser responsive, streamlined and easier to use.

The objective is for the selected firm to incorporate all the information on the website in a way that utilizes consistent design and layout themes (in line with City branding), and to provide a resourceful, informative, attractive and user-friendly website. The format should be simple, clean and easy to navigate through to find specific information.

 In addition, through working with City staff, the selected firm will be expected to develop a community portal concept where people can view Frequently Asked Questions (FAQs), sign up for an e-message or be notified of events or news information. Further, the City would like to add new functionality to its website to include:
 

  • Context search capability 

  • Online forms - static forms that are printed out or can be completed online and sent to the City through the website.

  • Sign-up forms for events

  • Online public feedback

  • Newsletter software

  • Community Calendars

  • Enhanced education and prevention sections – virtual tours, training, videos

The selected vendor will develop a transition for City approval. When the new site is ready for deployment, the City will require a period of not less than six weeks to conduct acceptance testing. During this period all pages will be loaded on a test site and all new functionality and links tested.

Disaster Management Response and Recovery Services

I. OBJECTIVE

The City of Long Beach is seeking proposals for disaster management response and recovery services. It is the intent of the City of Long Beach to have this process completed in an expeditious manner. GENERAL

 

The City of Long Beach is soliciting proposals for the implementation of a comprehensive system designed and affected to bill and collect charges for the City’s EMS ambulance services.

 

PILOT PROGRAM - High Density Parking System - The City of Long Beach, New York

Background and Information 

The City of Long Beach, New York (the “City”), with a year round population of approximately 37,500 persons, is located on Nassau County’s south shore. The City has a 5 mile oceanfront, 2.2 mile boardwalk, and 5 miles of bay front along Reynolds Channel. The City has become increasingly popular to visitors. The City currently owns and/or operates eight (8) municipal parking lots within its boundaries. The City is desirous of addressing the parking needs of the residents and visitors alike within its boundaries. As a result, the City is seeking to cause a PILOT PROGRAM for the design, installation and operation of a high density parking system to be installed and operated at one (1) of its municipal parking lots at no cost to the City for a period of six (6) months to commence approximately on or before July 1, 2016, (the “PILOT PROGRAM TERM”). The City is seeking proposals from highly qualified firms to provide the requested services

 During the PILOT PROGRAM TERM, the City will evaluate and seek to ascertain if such a high density parking program would be beneficial to the long term needs of the City. Should such be deemed beneficial by the City, the City would then seek to enter into a term contract with the selected firm for a period of multiple years, whereby the vendor would install, maintain and operate such a high density parking system in the municipal lots currently owned and/or operated by the City which the City deems feasible.

Objective

The City of Long Beach is currently seeking one (1) Full Service Regional Marketing and Advertising firm which will provide all required personnel, services and support relating to such marketing and advertising services including management of transit advertising programs and marketing coordinator. We have received New York State funding from Empire State Development Corporation (ESD) Market NY, which the City has provided a local match for, creating a total marketing budget of $380,000. The project will start immediately upon award. This specific funding will be available until spring 2016, and future funding is anticipated based upon prior experience.The applicant will manage this project and assist the City Manager’s office, along with the City’s Public Relations and Economic Development Departments with its design, public relations and general marketing/advertising experience in regards to multiple marketing and promotional activities targeted to the promote year-round tourism and economic vitality in the City.  The applicant will build on the previous efforts of the City’s prior marketing initiatives. Our tentative theme is “More than Just the Beach-Open for Business Year Round”. The applicant must be able to demonstrate an understanding of Long Beach and have a minimum of five (5) years of prior experience in marketing and advertising efforts for similar coastal communities with a visitor influenced economy. The applicant must be able to provide innovative ideas for Long Beach from other similar coastal communities. The applicant will be responsible to find sponsorships to support marketing and other efforts and should be able to demonstrate previous transit advertising experience.

TOWING & STORAGE OF ABANDONED & IMPOUNDED VEHICLES

The City of Long Beach is seeking proposals from qualified vendors for the towing and storage of abandoned and impounded vehicles within the confines of the City of Long Beach.

The City of Long Beach is eligible to apply for U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR) funding for disaster recovery projects. Funding will be delivered through the NY Rising Community Reconstruction (NYRCR) Program, within the New York State Governor’s Office of Disaster Recovery (GOSR). Accordingly, respondents are obligated to comply with applicable federal and state laws and regulations governing the CDBG-DR program, as well as with the City of Long Beach’s Procurement Policy and Procedures. In addition, respondents are obligated to comply with all municipal codes, ordinances, and regulations. The successful responder must understand that no payments can be made for services until acceptance of the CDBG-DR application.

The City intends to enter into contract for the delivery and operation of a self-service bicycle rental fleet for public use and stationed in the public right-of-way (ROW).  The selected Proposer will be required to implement a program, which should enable the public to self-rent bicycles from any of several locations and return them to another.  Services would be provided by the selected Proposer on a 24-hour, full time basis with sufficient personnel to successfully operate the program.  The Proposer may however elect to cease operation from December 1st through April 1st of each year.

The City’s goals and objectives are to promote a vision to make bicycling an integral part of daily life for Long Beach residents and visitors.  This program is to be accessible to the maximum number of people in the most cost-efficient manner to increase bicycle and decrease local motor vehicle use.

Self-service bicycle rental programs provide a convenience for bicyclists since bicycles are available on an as-needed basis, tune-ups and storage are not necessary, and bike stations are provided in strategic locations.  Benefits for the City include reduced traffic congestion, improved air quality, quieter and more livable streets, and the opportunity for citizens to improve their health through exercise.

The City of Long Beach is currently seeking a Regional Marketing and Advertising Campaign firm which will provide all required personnel, services and support relating to such marketing and advertising services.  We are requesting funds from various entities to support a large-scale, regional marketing campaign that is set to run in the Spring and Summer of 2013.  The scope of the Marketing and Advertising Campaign will be based on the amount of funding the city receives. Our tentative theme is “Long Beach is open for business.” The selected firm will assist and guide the City Manager along with the City’s Public Relations Department with design, public relations and general marketing/advertising experience in regards to multiple marketing and promotional activities targeted to the City’s recovery efforts post Superstorm Sandy.
