RFP-Resilient Connectivity for Park Avenue - Phase I & II

I. INTRODUCTION
The City of Long Beach (“City”) as Contractor for the New York State Department of State (NYS DOS) is seeking an Engineering Consultant or team of Consultants (“Consultant”) to produce plans and documents that creatively and efficiently utilizes the available funding to design and construct bicycle lanes and other street improvements to create a more resilient and connected commercial corridor along Park Avenue from Riverside Boulevard to Grand Boulevard(Phase I) and additional traffic calming and streetscape improvements in the downtown district from Long Beach Boulevard to Laurelton Boulevard (Phase II). The Consultant will address significant access and safety issues by: reducing conflicts between motorists, pedestrians, and cyclists; alleviating parking demand; and, generating essential economic activity while encouraging alternative, more environmentally friendly modes of transportation and transit-oriented development, in line with Complete Street goals. The City’s Department of Public Works Commissioner or designee shall act as the City’s project coordinator.
Funding is being provided through two NYS DOS Environmental Protection Fund (EPF) Local Waterfront Revitalization Program (LWRP) grant award contracts at $500,000 (Phase I) and $775,000 (Phase II) with an equal cash match from the City. At the time of this RFP release, the City has an executed contract with New York State for Phase I of this project and anticipates an executed contract for Phase II in early 2017. In addition to the requirements described herein, the selected Consultant(s) shall be required to address all tasks and comply with all NY State requirements in the two Master Contracts between NYS DOS and the City (See Appendix E for executed contract C1000697). The selected Consultant(s) shall be required to submit payment requests that align with each of the two State Contracts.
For purposes of this project, Consultant(s) must follow established State Minority and Woman-Owned Business Enterprises (WMBE) contracting requirements for the State share of Phase I and Phase II of this project. No less than 30% of the State’s share of the contracts amounts between the City and the selected Consultant shall be allocated: 15% for Woman-Owned Business Enterprises and 15% for Minority-Owned Business Enterprise(s) in accordance with NY State contract requirements.
The Consultant services required will include the following categories of work, as listed in the Scope of Services:
- Part 1 – Survey and Design (Prepare Plans and Specifications);
- Part 2 – Construction Administration Services; and,
- Part 3 – Construction Inspection.

All Proposals must be received at the above address before the end of the submission period either by hand delivery, courier, or by certified mail in a sealed envelope to the above office. The Proposal shall include a Technical Proposal and a Cost Proposal which shall be provided in a separate sealed envelope.
