RFP-Lease of Ice Arena-117

PROPOSAL SPECIFICATIONS

 The following is a description of the service, and/or work sought by the City by this RFP solicitation.  The Proposal may be subject to modification through the solicitation by the City of best and final offers during the evaluation process prior to recommendation for award of the Lease Agreement (the “Lease”) for the lease of the Ice Arena (the ”Facility”).

 

SECTION I.   INTRODUCTION

 The City Ice Arena, located at 150 West Bay Drive at the Recreation Campus, is open year round and offers public skating, group and private lessons, youth and adult hockey programs, birthday parties and much more. There is a party/meeting room used for a teen center and a snack bar. The City Ice Arena is home to the Long Beach Skating Academy which offers professional instruction to all age groups from tots to teens to adults, at all skill levels from beginner to advanced. Whether it be hockey, figure or recreational skating, the Facility offers group, private and semi-private lessons. The successful Proposer will have an opportunity to capitalize on an under-served market for ice hockey leagues and open public skating sessions in Nassau County area.

 

Section II.  Scope of Services

 The City seeks Proposals from qualified Proposers (hereinafter “Proposer”) for the lease of the Ice Arena for the purpose of  operating and managing the ice rink, ice skate rental, administrative office, first aid office, restrooms in the Facility, use of additional party/meeting room(s), and an optional snack bar concession and/or pro shop. Proposers should be aware that use of these rooms must be consistent with a proper City purpose. All operation and management costs will be borne by the successful proposer (hereinafter “Lessee”). Proposers are hereby advised that the City currently extends license agreements on a month to month basis with various outside youth hockey organizations for the use of the ice rink and personal training organization(s) for the use of the second floor. The City encourages the successful Proposer to continue extending licenses for these purposes only upon commencement of the lease agreement, to the extent possible.

 

  1. Ice Rink

 The Lessee shall accommodate an agreed upon number of Long Beach events, free of charge, each year for the term of the Lease. The Lessee shall obtain, at its own expense, all licenses, permit and approvals which are required for the operation of such Ice Rink, including, but not limited to, a City Mercantile License.

 

 2. Snack Bar (Optional)

 It is preferred, but not required, that the Lessee outfits and operates a snack bar at the Facility. If the Lessee opts to do so, it will be responsible for all necessary utilities required for such operation. The City reserves the right to restrict or prohibit the sale of any item. No alcoholic beverages or tobacco products shall be offered for sale.  The Lessee shall be responsible for the maintenance and repair of all fixtures, furniture, equipment and appliances utilized in such operation.  Any subcontract pursuant to the foregoing sentence shall be subject to the express prior written approval of the City.  The Lessee shall obtain, at its own expense, all licenses, permit and approvals which are required for the operation of such snack bar, including, but not limited to, a City Mercantile License, and shall be in compliance with NYS Department of Health and Nassau County Department of Health regulations, as well as all other governing authorities.

 

 3. Pro Shop (Optional)

 It is preferred, but not required, that the Lessee operates a pro shop in the Facility or enters into a subcontract for that operation, subject to the express prior written approval of the City. Lessee or its subcontractor, shall obtain, at its own expense, all licenses, permit and approvals which are required for the operation of such pro shop, including, but not limited to, a City Mercantile License.

 

 4. Pricing 

The Lessee shall file a list of items to be sold and/or rented semi-annually with the prices to be charged. The City reserves the right to restrict or prohibit the sale of any item.  No alcoholic beverages, drugs or other dangerous items shall be offered for sale unless otherwise approved by the City.  The City encourages seasonal rates and discounted rates for residents, senior citizens, children, etc. Additionally, the Lessee is encouraged to accommodate school groups at a discounted rate.

 

5.Financial and Technical Resources

 A qualified Proposer shall:

 

(a)    Demonstrate its financial soundness and integrity.

(b)   Demonstrate its ability to enter into a Lease with the City for a minimum five (5) year term, with the option to extend for two (2) additional two-year terms (a total of 9 years).  Longer initial terms and/or renewal options may be negotiated based upon capital investment.

(c)    Demonstrate its ability and willingness to obtain and/or provide sufficient capital to support the performance of the required services for the proposed contract term and option period.

(d)   Provide a detailed business plan demonstrating its ability to maximize revenues generated by the Facility.

(e)    Demonstrate its ability to provide an up-front capital investment for use in developing programming and the Concession.

(f)     Demonstrate its ability to secure a performance bond for the term of the agreement in an amount equal to its Proposal.

(g)   Demonstrate its ability and/or willingness to provide technical resources to support the development programming and Concession enhancements at the Facility.
