REQUEST FOR PROPOSALS FOR ARCHITECTURAL/EGINEERING DESIGN, BIDDING AND CONSTRUCTION ADMINISTRATION AND INSPECTION SERVICES FOR LONG BEACH DRAINAGE IMPROVEMENT

1 INTRODUCTION AND OVERVIEW
The City of Long Beach, herein also referred to as the Subrecipient, is eligible to apply for U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR} funding for long-term recovery and resiliency projects.1 Funding will be delivered through the NY Rising Community Reconstruction (NYRCR) Program of the New York State Governor's Office of Storm Recovery (GOSR). Accordingly, Respondents are obligated to comply with applicable federal and state laws and regulations set forth in Exhibit A (Supplementary Contract Conditions), as well as with the City of Long Beach's Procurement Policy and Procedures. In addition, Respondents are obligated to comply with all municipal codes, ordinances, and regulations. This project is funded by and conceived through the GOSR NYRCR Program.
Agreements and contracts resulting from this Request for Proposals (RFP), including lower-tiered subcontracts, must include the following language:
"All attachments and exhibits to this Contract are hereby incorporated by reference into the Contract and are considered a material part of th.is Contract. Should any provision(s) of this Contract (including any terms in any of the attachments and/or exhibits thereto al'1d amendments thereof} be deemed to be in conflict with any ·other provision(s}, the provisions shall be applied pursuant to the priority set forth in the Order of Precedence section of the Governor's Office of Storm Recovery Supplementary Conditions for Contracts."
Only responsible vendors who have the technical and financial competence to perform as well as an exemplary record of integrity will be selected under this procurement. Before selecting a vendor, the City of Long Beach intends to review the federal and state lists of vendors excluded from procurement. Contracts shall not be awarded to debarred, suspended, or otherwise ineligible vendors. Accordingly. responses to this Request for Proposals must include a completed NYS Vendor Responsibility Questionnaire and notarized certification. along with verification that a completed NYS Vendor Responsibility Questionnaire has been filed with the NYS Office of the State Comptroller: http://www.osc.state.ny.us/vendrep/.The vendor is required to submit a Minority-/ Woman-Owned Business Enterprise (M/WBE) utilization plan (Exhibit C) with their proposal or risk their proposal being rejected as non-compliant. The vendor will have the opportunity to modify these plans prior to executing any contract offered as a result of their proposal.
