REQUEST FOR PROPOSALS - DESIGN, BUILD, FINANCE & OPERATE A PARKING MANAGEMENT SYSTEM SUITE

When:

SECTION I: INTRODUCTION

 

 

1.             PURPOSE

1.1.         The City of Long Beach would like to partner with a reputable Vendor or Vendor team who will finance, build and deliver to the City of Long Beach a modern and fully functional Parking Management System Suite (PMSS).  Certain parking revenues generated by the PMSS will flow to the Vendor until the Vendor has fully recovered their capital investment.   After the Vendor has fully recovered their initial capital investment and developer’s fee, they will sell the PMSS to the City of Long Beach for the sum of one dollar ($1.00).

1.3          Background

In 2021, the City developed a DRAFT Parking Management Plan (PMP) designed to promote parking space turnover and other healthy parking patterns in the central business district (CBD).  This PMP (Appendix A – 4 Pages) was developed by City officials with the assistance of a local parking consultant (Level G Associates).  Other goals and objectives of the PMP are:    

  • To facilitate a cleaner, safer and more customer friendly parking environment
  • To encourage economic development and investment in the CBD
  • To provide a funding source to maintain, improve, beautify and expand the parking system

In addition, the City is desirous of promoting the use of parking apps to collect parking fees and limiting the number and use of parking pay kiosks.  The PMSS should be easily scalable as it will likely be expanded to other areas of the City in future years.

 

NOTICE TO PROPOSERS

 

SEALED REQUESTS FOR PROPOSALS will be received by the Purchasing Agent of the City of Long Beach, on  the 16th day of November, 2021, at 2:00 pm (the “Submission Date”), or as extended, for:

 

The Design, Build, Financing & Operation of a
Parking Management System Suite

 

The Goal of this project is for the City of Long Beach to partner with a reputable Vendor or Vendor team who will finance, build, operate and deliver to the City of Long Beach a modern and fully functional Parking Management System Suite (PMSS).  Certain parking revenues generated by the program will flow to the Vendor until the Vendor has fully recovered their initial capital investment and developer’s fee.  After the Vendor has fully recovered these monies, they will sell the PMSS to the City of Long Beach for the sum of one dollar ($1.00).

 

The PMSS will consist of five (5) distinct components that will be hosted by the Vendor and fully integrated in real time:

 

  1. Parking meter kiosks (pay-by-plate configuration);
  2. Pay-by-app/smartphone;
  3. A digital parking permit management system where a vehicle’s license plate will act as the parking permit;
  4. An enforcement system consisting of vehicle mounted license plate readers (LPR), hand held LPR, and ticket writers;
  5. A citation management system

 

The sealed proposals will be opened at 2:00 p.m. on November 16, 2021 in the Purchasing Department of the City of Long Beach, 1 West Chester Street, Room 509, Long Beach, NY  11561.  Due to public health and safety concerns related to COVID-19, the sealed proposals will be publicly recorded via videoconferencing.  The public will have an opportunity to see and hear the bid opening live at:

Proposals may be mailed or delivered to the Purchasing Agent, 1 West Chester Street, Room 509, Long Beach, New York 11561 up to 2:00 p.m. on November 16, 2021. No Proposals will be accepted after that time and date.

Respondents to this RFP (“Vendors”, “Respondents”, “Bidders”, “Contractors” or “Proposers”) are required to comply with public bidding laws of the State of New York and all other requirements set forth in the RFP.  All proposals must be submitted in a sealed envelope clearly marked “Proposal Documents Enclosed – Parking Management System Suite”.  Proposals are due no later than November 16, 2021 at 2pm EST and will be recognized into record and remanded to staff for further review.

 

All PROPOSERS MUST complete the required Disclosure Statement and Non-Collusion Affidavit even if a Proposer/Bidder is currently executing work for the City.

It is the policy of the City to encourage the participation of DBE and M/WBE; by submitting a Proposal/bidding on this request for Proposals, the contractor acknowledges its understanding and support of this policy and pledges to fully cooperate with the City in meeting the requirements as set forth in the bidding and contract documents.

 

The City reserves the absolute right to reject any and all Proposals, and to waive any informalities therein.

 

The City will not enter into any contract with any entity that is in arrears for prior expenses or fees owed to the City.

 

The award of this contract shall be made to the Vendor(s) whose proposal is deemed to be the most advantageous to the City, in accordance with the criteria set forth in the RFP. 

 

A Proposal submitted by a Proposer who is not in full compliance with the provisions of the City Charter and Code of Ordinances at the time of submission will be denied. 

 

The City will not accept Proposals from, nor award a Contract to, anyone who cannot prove to the satisfaction of the City that the Proposer has sufficient experience and/or is financially able and organized to successfully comply with the requirements set forth herein.
