The City of Long Beach is pleased to release the draft of its 2023 Comprehensive Plan. The last such plan adopted by the City dates back to 2007. The 2023 Plan is aspirational and visionary in nature, outlining the City’s values, vision, and goals for the next five to fifteen years. Accompanying the vision and goals are the action steps necessary to achieve them. It creates a roadmap to spur economic development, improve mobility and connectivity, enhance our environment and resiliency, and foster sustainable growth in targeted opportunity areas. It is not, nor should it be, a detailed site-specific development plan.

In the weeks ahead, the City and its consultants will be holding public open houses where our residents and business community will be encouraged to provide feedback on the Draft Plan. After incorporating this feedback, the Plan will be presented to the City Council for a public hearing and an eventual vote.

The next step following the adoption of a Comprehensive Plan would be for the City to begin the process of updating its Zoning Code (last done in 1987). Doing so would codify the preservation or enhancement of our existing neighborhoods while also laying the groundwork for what type of development is suitable for the few remaining underutilized locations in the City. The public would have opportunities throughout the process to provide input on any Zoning Code updates.

Public Meetings will take place on Wednesday, June 14, 2023 at the Martin Luther King Center (615 Riverside Blvd) from 7pm to 9pm and Thursday, June 15, 2023 at City Hall, 6th floor from 7pm to 9pm.
